Prior to entering private practice, Ms. Harper served as Director of Corporate Compliance and Commercial Leasing, as well as manager of trademarks, both domestic and international, and copyright compliance, for Kinko’s Service Corporation, Inc., now FedEx Express Corporation. She also served as in house corporate counsel to one of California’s largest labor staffing corporations focusing upon employment law, ERISA regulations, EEOC compliance and business contracts.

Ms. Harper has extensive experience in all aspects of litigation in state and federal courts, administrative hearings, appeals, arbitrations, mediations and the USPTO Trademark Trial and Appeal Board.

As a previous general partner and managing a firm with four offices in two counties, and a staff of fifteen, she has conducted trials and hearings in the California Superior Court, Appellate and District Courts, calling both Ventura and Los Angeles her home courts. Ms. Harper also has experience in litigation before the Santa Barbara Superior Court while serving as counsel and associate attorney to Santa Barbara corporations and a Santa Barbara law firm.

Ms. Harper has civilly prosecuted perpetrators of domestic violence through a Department of Justice grant under the Violence Against Women Act protecting victims of domestic violence. She has argued cases before the United States Hague Court in matters of international child abduction, the California Court of Appeals, District Court, 9th circuit and California Superior Court. Ms. Harper has published case law in the area of the admissibility of DNA evidence post mortem to establish intestate inheritance rights for purposes of probate, as well as the area of trademark law.  Estate of Gregory Allen Burden 146 Cal. Ms. Harper’s practice emphasizes advising clients proactively on all aspects of employment law issues, including executive compensation contracts, stock option plans, officer and director liability, wage and hour and overtime compliance, employment handbooks, and investigations and audits. She also advises business entrepreneurs on intellectual property registration, protection and licensing, corporate governance and compliance, asset protection and legacy planning.

Ms. Harper has represented a diverse group of clients ranging from entrepreneurs, investors, franchise owners, inventors, and small to mid-size companies in the e-commerce, green energy, wholesale, retail, insurance, restaurant, medical, auto, agricultural, wine and real estate industries in new business formation, financings through Private Placement Memorandums and Uniform Franchise Offering Circulars, sales and dissolutions, acquisitions, intellectual property registration, protection, defense and licensing, and matters relating to corporate governance, executive compensation, labor law disputes and employment administrative hearings before the DOL, DLSE, EDD and other administrative agencies.

Ms. Harper’s experience includes eclectic and extensive work with over twenty years trial experience in the areas of business law, copyright and trademark law, estate planning, probate, employment law, administrative hearings, domestic violence prosecution, civil and family law litigation. She also practices before the United States Patent and Trademark Office and Trademark Trial and Appeal Board.

Ms. Harper is admitted to the U.S. Supreme Court, U.S. District Court, 9th Circuit, and California Supreme Court and practices before the United States Patent and Trademark Office and Trademark Trial and Appeal Board.  She is a member of the Ventura and Los Angeles County Bar Associations, Intellectual Property and Estate Planning Sections of the State Bar of California. She is a member of the CPA Law Society, Conejo Valley Estate Planning Council, Delta Theta Phi Law Fraternity, Kiwanis International, Thousand Oaks Republican Women Federated, Conejo Valley National Society Daughters of the American Revolution and serves on the board of the CVNSDAR. Ms. Harper also serves on the La Reina High School Board of Trustees, the Advancement Committee, and is Co-chair of the Major Gifts Committee at La Reina High School, a National Blue Ribbon school. Ms. Harper is a proud Supporter of the Veterans of Foreign Wars. Ms. Harper is a St. Jude’s parishioner, lector and part of the RCIA team. She is a Graduate of Ventura College of Law; Marymount College; Regent’s College, London, England; and La Reina High School.  She has lived abroad and enjoys traveling to different countries and has been a resident of the Conejo Valley since childhood.
